Беспилотные авиационные технологии мониторинга сфер человеческой деятельности на примере крупнейших производителей и эксплуатантов в России

Аннотация. Проведен краткий обзор российского законодательства и долгосрочных программ планирования в сфере применения беспилотных летательных аппаратов для мониторинга человеческой деятельности. Выполнено сравнение характеристик беспилотных летательных аппаратов на примере крупнейших производителей и эксплуатантов. Детально исследована типовая организация производитель-эксплуатант беспилотных летательных аппаратов для мониторинга в социально-эколого-экономической сфере.

Unmanned aircraft technologies for monitoring the human activities on the example of the largest producers and operators in Russia

Summary. The article studies the peculiarities of earth remote sensing technologies with the help of Russian unmanned aerial systems, which are widely used in the field of monitoring various spheres of human activity. As a result of the study, the following tasks have been solved: a review of Russian laws governing the use of unmanned aerial vehicles was done; the author's definition of the concept of «unmanned aerial technologies»; the analysis of the main programs of long-term planning in the development of unmanned aerial technologies was carried out; a comparative analysis of the characteristics of UAV’s on the example of nine major Russian manufacturers-operators was performed; the features of production and operation of UAV’s on the example of a large typical company were discovered. The methods of comparative analysis, systematization and observations were used in the work. As a result of the study, unmanned aerial vehicles of nine major companies were systematized according to the classification of unmanned aerial systems (by depth of application, by take-off weight, by aerodynamic scheme of the line-up). The main features of unmanned aerial photography, taking into account the existing and widely used unmanned aerial systems, are analyzed. Activities of a typical organization, for instance, the group of companies «Unmanned systems» of the city of Izhevsk, including the use of UAV’s for remote sensing in extreme climatic conditions (low temperature, strong influence of the earth's magnetic pole, high albedo) have been studied.
